Agenda for Change is the name given to the proposed new national NHS pay and terms and conditions system. It will seek to introduce new pay bands and harmonised terms and conditions for NHS workers.
The system has been negotiated by the health departments and the national joint staff side unions.
A UNISON ballot on Agenda for Change overwhelmingly backed the use of 'early implementer' (EI) sites to pilot the scheme.
The two Ambulance EI sites were North East Ambulance Service NHS Trust and East Anglian Ambulance NHS Trust.
The LAS has set up a project board to oversee the implementation process of Agenda 4 Change. To view the minutes of these meetings please visit our meetings page.
As soon as we are able to, we will publish exact figures for each job within the London Ambulance Service under Agenda for Change.

We have been publishing AFC news on this page since 2003 with the latest stories towards the top of the page.

(01/12/06) Introduction of rest breaks for operational staff
Agenda for Change Bulletin - Issue 35
Following the discussions of the joint secretaries of the staff council and wider consultation within the
areas / sectors, agreement has been reached in regard to rest breaks for operational staff. An agreed
policy document has been presented to the Agenda for Change project board today; this has been
ratified and now will be implemented as Service policy.

At yesterday’s Agenda for Change project board (Tues 11 October), agreement was reached in principle by management and staff-side on a proposal regarding emergency medical technician banding and the payment of recruitment and retention premium to selected paramedics appointed after 1 October 2004. A management proposal was offered to us today and at the joint staff side meeting this afternoon (15th September 2005), was rejected unanimously.
The joint staff side have instructed that the paperwork be prepared and collated to be sent to a national evaluation panel.

  • If there is a decision on the day, the result will go to a Consistency Check before being made public.

  • South Yorkshire have matched Technicians to Band 5 & Paramedics to Band 6.

  • East Midlands have matched Technicians to Band 4 & Paramedics to Band 5 (Appeal pending)

URGENT UPDATE
(06/04/2005) The delay in publishing job profiles for Ambulance Practitioners is now causing severe delay in moving forward. We have a lot of work to do regarding Agenda for Change and without agreed profiles everyone suffers. We are working well in partnership with the Las management to implement AfC and it has to be said that the delay in profiles is also beyond their control. That said, the decision referred to in the following letter is seen as a way to unblock any unnecessary obstacles.

Ambulance Practitioner Profiles
(17/01/05) Further to the consultation that took place in December 2004 the national Job Evaluation Working Party (JEWP) profile group met to consider feedback on12 January.
The only TU Side comments that had been received were from UNISON. This is hardly surprising, bearing in mind that UNISON was the only staff organisation to produce the evidence for the profiles in the first place.

Union's health executive recommends acceptance of Agenda for Change
(9/9/04) UNISON health leaders have decided to recommend acceptance of the new pay and gradings package in the NHS - Agenda for Change.

Agenda for Change: A summary of the proposals
(5/7/04) Agenda for Change, the proposed new pay and grading system for the NHS, represents the biggest change to NHS pay since the formation of the health service in 1948. If implemented, the proposals will change the whole system of pay, annual leave, overtime and working hours for the vast majority of NHS staff.

What's Happening Now?

A lot of background work is taking place both at a local and national level.
Nationally, long and detailed discussions are taking place with the employers about the production of a National Ambulance Technician job profile under the Agenda for Change proposals.
A Special Conference on Agenda for Change to be held in 2004, will agree a recommendation for a second consultative ballot of all health members, which will decide whether Agenda for Change should be extended to the rest of the NHS.
Locally, we will begin matching job profiles and establishing exactly what impact Agenda For Change will have on the LAS. Producing publicity and information material such as this website.

Bulletins

Outline of the proposals

A pay system: based on a new NHS Job Evaluation Scheme to address issues of equal pay for work of equal value. All jobs would be placed in one of the pay bands according to how many points they score under the Job Evaluation Scheme

Two identical pay spines: with eight new pay bands to replace existing pay grades

An increased minimum pay band: running from £10,100 per year/£5.16 per hour to £11,100/£5.67per hour (increased to £5.33/£5.86 in early implementers in 2003 if accepted)

A three-year pay deal: giving increases of 3.225% in April 2003, April 2004 and April 2005 (The 2004 and 2005 increases would be part of the package which members will be asked to vote on again in 2004).

Progression: within each pay band by annual increments with two gateways in each band to ensure that staff have access to the learning needed to develop the knowledge and skills required in the job

National 'job profiles': which describe common jobs in the NHS to help most staff move smoothly across to the new pay bands

Local evaluation: for less common jobs

Harmonised London weighting payments: Inner London 20% of salary (with minimum of £3,000, maximum of £5,000); Outer London 15% of salary (with minimum £2500, maximum of £3500); London Fringe 5% (with minimum £750, maximum £1300)

Recruitment and Retention Premia (RRP): additional pay for those groups of workers who are difficult to attract or retain

Harmonised terms and conditions: such as movement to a 37.5 hour week (to be phased in) and new basic annual leave of 27 days (29 days after 5 years; 33 days after 10 years) plus 8 general public holidays (10 in Northern Ireland)

Overtime: For staff in pay bands 1-7, time and a half for all hours over 37.5, except bank holidays which would be at double time.

Unsocial Hours: There would be a new simplified system for calculating unsocial hours. UNISON estimates that most staff would benefit from this new system but we do have some concerns, particularly for staff working nights or weekends only and some ancillary members who work shifts, which we would address in the early implementer sites. UNISON has produced a series of briefing notes 3(a) - 3(e) on the impact of the Unsocial Hours payments on our members. Please ask your UNISON steward/branch secretary for details.

Knowledge and Skills Framework: will support the process of annual development reviews and design of personal development plans for all staff

Protection: of pay and terms and conditions for those staff who may need it
